Teknik Bilgiler

Technical Information

Shelter design is not based on assumptions, but on a combined evaluation of threat scenarios, pressure levels, analysis methods, equipment performance, and test criteria.

Analysis Methodology

Static equivalent load, SDOF dynamic analysis, and advanced FEM analyses are selected according to project conditions.

Design Criteria

The threat scenario considers kPa level, ground shock, rebound, and CBRN barrier logic together.

Standards

ISO, UFC, TM, PDC, STANAG, Finnish and Turkish legislation form the reference framework for technical decisions.

Testing & Certification

Manufacturer’s declaration is not sufficient; equipment performance is verified by test reports and acceptance criteria.

Analysis Methodology

Not every project requires the same level of analysis. The correct approach is determined by the type of threat, pressure-time history,
the behavior of the structural element, and the acceptance criteria.

Tier 1

Static Equivalent Load

The pressure-time history is converted into an equivalent static load using a dynamic load factor. This provides a rapid and validated initial assessment in scenarios such as long-range nuclear impacts.

Tier 2

SDOF Dynamic Analysis

The structural element is reduced to an equivalent system with a single degree of freedom.
The natural period, impulse duration, ductility ratio, and support rotation angle are critical acceptance parameters.

Tier 3

Advanced Analysis / FEM

Finite element methods are used in complex geometries, soil-structure interactions, and embedded structure dynamics. Validated software and engineering models are required.

Design Criteria

The design process is not just about selecting wall thickness or door class. The threat scenario,
blast effects, CBRN barrier and equipment placement are considered together.

Threat Scenario

The location, strategic objectives in the immediate vicinity, type of threat, ground conditions, and the intended use of the structure are all evaluated.

Pressure Levels

Different kPa values are specified for the roof, exterior walls, entrance, and emergency exit. Each value requires different equipment and structural details.

Blast Effects

Air blast wave, ground shock, fragment impact, and rebound effects are evaluated separately.

CBRN Barrier Logic

The blast barrier stops physical impact; the gastight barrier limits airborne chemical, biological, and radiological risks.

Standards and Reference Framework

Technical decisions are made by considering international shelter design standards, explosion engineering documentation,
CBRN collective protection frameworks and Turkish legislation together.

Reference Scope
ISO 22359:2024 International civilian shelter design framework.
ISO/TS 22359-2:2026 Equipment performance and testing criteria.
Fin.408/2011 & Fin.506/2011 Finnish civil defense and equipment technical specification framework.
UFC 3-340-01/02 & TM 5-855-1 Blast analysis provides an analytical basis for SDOF, ground shock, and particle penetration.
PDC-TR 06-08 SDOF response limits and current evaluation criteria.
STANAG 4623 & ATP-70/STANAG 2515 NATO target categorization and CBRN collective protection framework.
BYKHY 2007/12937 & TBDY 2018 Design requirements related to Turkish fire and earthquake regulations.

Testing and Certification Methodology

The term “tested” is not merely a catalog statement. It must be documented which tests the equipment underwent, how it was measured, and which acceptance criteria it meets.

Blast Valve Tests

Shutdown, impulse transmission, pressure drop, and sound power values are verified in both positive and negative blast phases.

Gastight Valve Tests

In the closed position, leakage rate, seat leakage, assembly leakage, and ground shock resistance are checked separately.

Blast Gate Tests

Static load, dynamic impulse load, rebound load, closing time, and post-deformation openability are evaluated.

Requested Document Package

The accredited test report, static/dynamic load test protocol, seat and assembly leakage measurement results,
ground shock test certificate, sound power report and shutdown time record must be part of the project file.
